When training a horse?

How do they learn to move forward off of leg pressure? I rode a friends perchron and he had no idea when to do when I was squeezing and kicking , he wasn't being stubborn he just didnt know, he's only 4 but how do they learn? He goes fine for clucking and saying woah. But you don't want to do that in the dressage ring,
